can i become a mod

i just want to know if im able to become a mod for server if im unable to become mod i want to know what i have to do to become one

Rules:
1. NO CUSSING
2. NO HARRASMENT
3. When in Edgville only 1V1
4. In Edgeville ask before fighting
5. Ignore rule 4. if your PJing
6. No Barrows Cheating
7. All who wear registered clan capes and not in the clan are IP BANNED

How to become an Mod/admin:
1.Must help Players
2.Must obey rules
3.Must Help Enforce rules
4.MUST BE A MEMBER OF FORUMS (Active One)
5.You get it when i hear recommendations from an mod or admin.
6.Must have REPORTED someone about the player breaking a rule(s) 2 times.
7.Read guide rules on forum.
8.Must have made 1 server guide.

Counts with forum mod and forum shoutbox mod.
